Electrical and Control Engineering Manager
The EC&I Manager is responsible for all aspects of electrical, instrumentation and control system functionality, safety and compliance on site. The EC&I Manager will have line management responsibility for engineers and EC&I Team Leader. Working closely with a team of maintenance technicians and the Engineering projects team the EC&I Manager will ensure that all site projects have robust EC&I processes and compliance with all relevant standards. The EC&I Manager will also lead the development of the site EC&I strategy in line with the business objectives. The EC&I Manager will be responsible for ensuring the competency and training within the EC&I site function
Responsibilities
- Responsible for compliance to all aspects of UK, European and IEC Regulations that are relevant to the site’s operations to ensure HSE compliance with all EC&I related standards and regulations
- Work with project engineers on CAPEX projects to set appropriate control and E&I philosophy
- Ensure that the site control systems are fit for purpose and maintained/updated appropriately
- Propose and implement control system upgrades as required and carry out site automation projects
- The preparation and management of major contracts in support of EC&I maintenance requirements of the site
- Act as the technical authority in relation to design standards, codes of practice and legislation.
- Duty Manager - respond to and manage any emergency incidents in accordance with Harwich Emergency Plan.
- Actively contribute to design reviews, safety reviews (Risk Assessments, LOPA’s and HAZOP’s) from technical standpoint
- Be responsible for EC&I site audit program and actively participate in audits with other discipline teams
- Ensuing the execution of site EC&I projects, safely and within budget and on time
- Development of asset management strategies including maintenance SOPs and plans and end of life considerations for all EC&I equipment and CAPEX budgeting
- Identifying areas of improvement across the plant to increase efficiency and reliability
- Managing high value EC&I related maintenance contracts
- Responsible for the site electrical infrastructure and fixed electrical testing programs for both LV and HV distribution systems
- Design Experience of electrical systems maintenance and testing including HV, LV, 18th edition, and hazardous areas to EN60079
- Lead, mentor and develop team members, ensuring high levels of performance, engagement and professional development.
Qualifications and Experience
- Experience of working within defined Environmental, Health & Safety procedures
- Understanding of the COMAH Regulations and management of EC&I Engineering with regards to COMAH
- In-depth knowledge of the DSEAR and ATEX regulations including the principles of hazardous area classification, equipment selection, design, inspection and maintenance of electrical equipment for use in potentially flammable atmospheres
- Knowledge of the Provision and Use of Work Equipment Regulations (PUWER) and of the machinery Directive with knowledge of both BSEN62061 and BSEN13849
- Knowledge of the CDM Regulations
- Experience of HAZOP, LOPA, PTW, MOC and SIS/SIL assessments
- Process safety understanding and champion of best practice
- Knowledge of and experience in BSEN61508, BSEN61511, IEC 62682, ISA 101, ISA 88 and EN 60079
- CompEx14 qualified
- Degree in Control systems/electrical engineering or similar
- 5+ years experience in management role on Top Tier COMAH chemical facilities
